Domenic: I asked for review on a bunch of PRs; once I have those, I'll rename the branches everywhere and start landing the PRs, starting with whatwg.org and participate.whatwg.org. I guess I'll also have to rerun all checks somehow everywhere so they account for the branch change

annevk: I think foolip is probably a better reviewer here? He's been looking into this stuff for a while, and would catch other missing things like build.yml more likely.
